TRAI argues limit on Pre-Launch user numbers and test period

TRAI (Telecom Regulatory Authority of India), the regulator, this week suggested regulations of network trialing prior to an operator commercially roll out mobile services. This proposed clear restriction on number of trial users to be on-boarded and a period of 90 Days for the trial stage. The roll out of dont’s and dos for network trialing had created a storm in the sector after Reliance Jio stored more than 1.5 Million consumers even prior to a commercial roll out of its services in early September 2016.

The recognized providers at that time had blamed the newbie with providing full-fledged mobile connection bundled with free offers in the appearance of a test roll out. The current operators had also insisted that the regulations of such test service be obviously made clear. In its suggestion rolled out this week, the TRAI has recommended that while a carrier must be permitted to enroll trial users, there must be defined restrictions both in terms of duration of the trial stage (90 Days but can be increased on valid cases) and also number of test user in a service region.

“There must be a restriction of 90 Days on the phase of testing involving trial users. On the other hand, if the telecom service provider (TSP) fails to finish network trialing owing to valid factors, it might ask for extra time for network trialing offering thorough justification, which might be determined on case to case basis by the licensor,” it claimed. The industry regulator has also offered limiting the number of test users to 5% of installed network capability for a service region, also dubbed as a circle. “For this, the service carrier will give the comprehensive ability calculations of the network to TRAI and Department of Telecom minimum 15 Days prior to beginning enrolment of test users,” it claimed.

An operator must be needed to offer prior hint to the regulator and the government minimum a fortnight prior to beginning the enrolment of test users, TRAI has claimed in its newest suggestions. Facility of number porting must not be expanded in the test period to network, it claimed. It further added that carriers must also clearly tell users regarding the extent of services that will be provided in the test phase as also the likelihood of sub-finest level of performance by the network.

In addition, telecom companies must also have to tell their test user regarding possible date of commercial launch.
